Here's the story behind the dirty silverware:
In Vegas buffets you MUST use fresh plates every time, this is the law. But you must use the same silverware. So the plates are taken away, but the utensils stay.

Used Casino Playing Cards @ Walgreens
Casinos will only play card decks for a minimum number of times before theyre done. This leads to mounds of perfectly good decks. Vegas natives all have a bunch of them cluttering desks and drawers, because they get 'em free.
Someone has apparently figured out that suckers - err - tourists, will pay money this large surplus, just by calling them "Casino Finish" cards.
Um, "Casino Finish" does not mean "special coatings for professional use in Casinos" but "Used Casino cards". They'll even GIVE you a pack or two if you ask.
